Purchasing and Procurement Administrator

Details: Purchasing and Procurement Administrator Responsible for management and administration of all procurement and purchasing activities for developing organization. Requires a high degree of professional integrity, ethics, and confidentiality. Typical Duties: Typical duties will include but not be limited to the preparation and/or modification of the following: • Specifications and inquiry preparation, purchasing, expediting, bid analysis, and invoice auditing for manufactured equipment and bulk materials. • Standard purchasing forms, including bid requests, material requisitions, purchase orders, logs, reports, trending.  Essential Functions: Responsibilities will include but not be limited to the following: • Support engineers and estimators in preparations of estimates by contacting vendors for “budgetary pricing” for equipment and materials. • Implementation of contracting strategies and contracts for construction and professional services, and other services in support of manufacturing projects for our Clients. • Responsible for support and guidance to engineering personnel, Project Managers, and Executive Management on formation, implementation, and administration of contract/subcontract procedures. • Ensures that all contract administration procedures are followed and executed in a professional manner. • Responsible for assisting and advising Project Managers with ongoing administration of our contracts with Clients and for ensuring adherence to established contract and procedures and requirements. • Typically supports engineering, design and build of projects. • Ability to communicate with vendors, technical resources, and Clients. • Must be able to work in a schedule-driven environment. Timing is a critical function. • Must be able to manage budgets and avoid delay costs including shipping  Procurement authority may include: • Issuing purchase order, contracts and change orders. • Development of vendors and/or contractors. • Cost control, change control, and scheduling. • Expediting orders, quotations, back-orders, scope changes, etc.  Skills and Special Requirements: • Manufacturing and production engineering/procurement experience is preferred. • Ability to read drawings, use of AutoCAD a plus. • Competent with MS Excel based purchasing system. • Experience in working with multiple discipline projects. • Excellent computer skills in Microsoft Office.  Work Environmental & Physical Demands: The characteristics described below are representative of those encountered while performing the essential functions of this position. Associate Consultant - Manufacturing Procurement

Details: Job Description:The Regional Sourcing Associate for major capital investment is responsible for sourcing and procurement of; engineering, construction, automation, commissioning/qualification and engineered equipment for manufacturing sites in North America, with a principal focus in the continental United States. The role is part of the Global Manufacturing Procurement - Capital & Infrastructure team which is responsible for sourcing and managing the procurement of goods and services in a way that adds value to Global Facilities Delivery (GFD) projects and ensures Lilly remains competitive in the global pharmaceutical industry. In performing this role, the individual will utilize the Lilly Strategic Sourcing Process to provide the customer the greatest value within the allowed timeframe. The Sourcing Associate will lead procurement efforts on multiple projects with the goal of maximizing the value of capital spend from development of project strategy through contract management. The role includes managing relationships with the GFD organization and North American manufacturing sites while implementing cost-effective sourcing strategies for each project that meet project objectives, increase speed to market and reduce supply risk. Additionally, the role requires the Sourcing Associate to develop in-depth market segment knowledge within the process and pharmaceutical industries. Position Responsibilities: 1. Functional Technical Expertise:Requires depth of expertise within the discipline and recognition in a function or geographic region.Lead the sourcing process for all major capital projects (>$5M, total installed cost) at Lilly’s manufacturing sites in North America to acquire goods and services ($50 - $200MM annually). This includes the review of requirements, development of sourcing strategies, management of the supplier due diligence process, oversight of the RFP process, contract negotiation and award, and oversight of the contract management process. Additionally, the Sourcing Associate will provide oversight to maximize the value of local capital projects (<$5MM, total installed cost) for Indiana manufacturing sites.  2. Project/Financial Management: Leads major capital project(s) or multi-site program(s) with greater risk, resource/financial requirements, and/or complexity.Executes project procurement activities in accordance with both Global Procurement procedures and corporate policies. This includes a strong focus on competitive bidding, ensuring that recommendations are based on the most competitive technically and commercially acceptable sources, use of emerging market suppliers, and development of new suppliers. 3. Customer Focus & Problem Solving: Builds relationships with internal and external customers and partners. Interacts with regulators, customers or other outside stakeholders on business issues. Anticipates and resolves key technical, operational or business problems that impact North American manufacturing sites.Leads project procurement efforts for the assigned GFD project manager while reporting to Global Procurement. In addition, adapts and implement global procurement processes to seamlessly integrate into local manufacturing site requirements while maintaining appropriate segregation of responsibilities. Also, manages the procurement activities of resources from leveraged organizations and/or seconded team members who perform the majority of the procurement activities. The Sourcing Associate will deliver external market knowledge to GFD and North American manufacturing sites by establishing relationships with the supplier base, networking within the industry to establish contacts to bring market knowledge and technologies into Lilly, communicating local market dynamics to take advantage of market trends, developing risk mitigation strategies to facilitate continuity of supplier relationships, and managing conflict resolution within appropriate levels of the relationship. 4. Impact, Influence, & Decision Making:Drives solutions impacting results within North American manufacturing sites while influencing complex regulatory, business or technical issues within a business area and/or function. Makes decisions that impact the function or geography while partnering with the business to drive effective change.Understands the needs and goals of each project and the associated North American manufacturing sites in order to identify the most optimal solutions for the business consistent with appropriate risk management and local market conditions. Also, works to gain alignment across client groups to deliver consistent solutions and results while serving as a focal point to communicate trends, issues, and strategies to the Lilly procurement organization and business partners.
